Can anyone confirm that this wheel chock at Harbor Freight will work ok with the Low & Mean Reaper fender? I know the other one at HF (like speeds) will not.

I don't have that fender but have used the chock and it worked well. It will slide though so I bolted it to a 1'x10" so I could plant my feet on the board and push off to release the wheel. If it will be trailer mounted then that's irrelevant.

The flip up part of that chock that holds the tire in place has to be turned around backwards from the way it is normally so the shorter half of it flips up. To make sure it will clear the reaper fender, have the bike in the chock before installing the flip up part to see if it needs additional modification to clear.

Correct, the grey one will not work with the reaper fender...at least not without major modifications. I liked the black chock design much better for several reasons and is well worth the additional cost. Catch it on sale and use a 20/25% off coupon.
